Licence Details

Licence Number 10309908/1
Client Iridium Australia LLC
Status Granted
Category Apparatus Licence
Service Space Receive
Sub Service Space Receive
Date of Effect 03/Jan/2023
Date of Expiry 31/Dec/2024
Advisory Notes The Canberra Deep Space Communications Complex is located at latitude 35° 23' 54.46" S, longitude 148° 58' 39.66" E. The Observatories operated by the University of Tasmania are located at Mt Pleasant, Hobart (latitude 42° 48' 12.92" S, longitude 147° 26' 25.86" E).

The potential for harmful interference to be caused to Australian Radio Astronomy Services by the licensee's operations will increase with higher volumes of traffic over the HIBLEO-2 satellite system. When applying to renew this licence, Iridium will be expected to demonstrate to the ACMA that it has reached agreement with the Australian Radio Astronomy Service on the steps necessary to prevent harmful interference to Australian Radio Astronomy Services.

The Murchison Radioastronomy Observatory (MRO) (latitude 26° 42' 10.4" S, longitude 116° 39' 37.0" E) hosts the Australian Square Kilometre Array Pathfinder (ASKAP) operating in the band 700-1800 MHz and the Murchison Widefield Array (MWA) operating in the band 80-300 MHz.

Conditions applicable to the operation of Space station(s) authorised under this licence can be found in the Radiocommunications Licence Conditions (Apparatus Licence) Determination. Copies of this determination are available from the ACMA and from the ACMA home page (www.acma.gov.au).

Renewal for operation beyond 31 December 2020 is subject to the outcome of a review of Iridium authorisations in Australia, taking into account decisions made in accordance with Resolution 359 (Rev.WRC-15) at WRC-19.

Conditions applicable to the operation of Space Receive station(s) authorised under this licence can be found in the Radiocommunications Licence Conditions (Apparatus Licence) Determination. Copies of this determination are available from the ACMA and from the ACMA home page (www.acma.gov.au).

The ATNF is made up of the following radio astronomy observatories: - Parkes Observatory, Parkes, (latitude 32° 59' 54.25" S, longitude 148° 15' 48.65" E); - Paul Wild Observatory, Narrabri, (latitude 30° 18' 46.40" S, longitude 149° 33' 0.44" E); - Mopra Observatory, Coonabarabran, (latitude 31° 16' 04.12" S, longitude 149° 05' 58.72" E).
Special Conditions The Licensee must not cause harmful interference to Australian Radio Astronomy Services.

This condition does not apply to the use of Iridium user terminals for emergency purposes when either the global emergency services number (112) or the Australian emergency services number (000) is dialled by the user.

Transmission of the space station in the downlink frequency band 1616.0045-1626.4955 MHz must be in accordance with the ITU Radio Regulations No. 5.28 (i.e. shall not cause harmful interference to and cannot claim protection from harmful interference from stations of primary services) - the provision under which the frequency assignment was recorded in the Master International Frequency Register.

The Licensee shall prevent Iridium space station from causing harmful interference to radio astronomy observations made by the Australia Telescope National Facility (ATNF), or the Canberra Deep Space Communications Complex (CDSCC), or the Observatories operated by the University of Tasmania (UT), in the hydroxyl frequency band of 1610.6-1613.8 MHz.

Transmission of the space station in the downlink frequency band 1616.0045-1626.4955 MHz must be in accordance with the ITU Radio Regulations Resolution 739 as in effect from time to time.

This licence authorises transmissions to Australia from Iridium satellite system HIBLEO-2 where the satellite system is being operated in accordance with: - any coordination agreements reached as a result of the ITU frequency coordination process initiated by the United States of America, as in effect from time to time; and - relevant licences, orders and authorisations made by the Federal Communications Commission of the United States of America, as in effect from time to time.
