Special Conditions	the licensee, or any person authorised by the licensee to operate a radiocommunications transmitter under the licence, must commence to provide an open narrowcasting service under the licence within six months of being issued the licence, or within such longer period as is notified in writing by the Australian Communications and Media Authority. This licence must only be used for the purpose of providing an open narrowcasting service, as defined in section 18 of the Broadcasting Services Act 1992.
