Special Conditions This licence is for the retransmission of the SBS program in its entirety.

This licence is issued or renewed only for the period for which the frequency has been made available under section 34 of the Broadcasting Services Act 1992.

1. Requirement for any re-transmission of a program to comply with ISO/IEC 13818 has been removed. 2. If the licensee re-transmits a program transmitted by a commercial television broadcasting licensee, or by a national broadcaster, in SDTV digital mode, then the licensee must re- transmit the program in SDTV digital mode. 3. If the licensee re-transmits a program transmitted by a commercial television broadcasting licensee, or by a national broadcaster, in HDTV digital mode, then the licensee must re- transmit the program in HDTV digital mode. 4. Any re-transmission of programs must be accompanied by the transmission of an electronic program guide. 5. Any transmission of matter that is, or is for, the electronic program guide must comply with the FreeTV Australia Operational Practice OP-58, published January 2009, as amended from time to time. 6. Any re-transmission of a program must be accompanied by the transmission of information about the classification of the program in a form that is able to be received by digital reception equipment. 7. Any re-transmission of programs transmitted by a commercial television broadcasting licensee or by a national broadcaster, must: 7a. be accompanied by the transmission of matter that complies with the draft FreeTV Australia Operational Practice OP-44, published January 2009, as amended from time to time;

The licensee must ensure that no harmful interference shall be caused to the operation of any radiocommunication station or service. If the operation of the transmitter is causing interference to other services, the licensee is required, at the licensee's own expense, to adjust, or fit devices to, receivers in order to eliminate or minimise that interference.

7g. if the programs in a particular re-transmission Service were transmitted by the commercial television broadcasting licensee on a HDTV multi-channelled commercial television broadcasting service (the HDTV service) - assign to the re- transmission service the same logical channel number as was used by the HDTV service; and 7h. if the programs in a particular re-transmission service were transmitted by the national broadcaster on a HDTV multi- channelled national television broadcasting service (the HDTV national service) - assign to the re-transmission service the same logical channel number as was used by the HDTV national service. 8. In these conditions: - Terms defined in the Broadcasting Services Act 1992 (BSA) or in Schedule 4 to the BSA have the same meaning as in the BSA or Schedule 4 to the BSA, respectively; - ISO/IEC 13818 means the standard with that reference number published by the International Organization for Standardization; - logical channel number means the number assigned to a particular broadcasting service in accordance with FreeTV Australia Operational Practice OP-41, published March 2010 as amended from time to time; and - re-transmission service means a service provided by the licensee to which subsection 212(1) of the Broadcasting Services Act 1992 applies.

7b. be accompanied by the transmission of matter that complies with FreeTV Australia Operational Practice OP-45, published September 2008, as amended from time to time; 7c. if the programs in a particular re-transmission service were transmitted by the commercial television broadcasting licensee on a core/primary commercial television broadcasting service (the core/primary service) - assign to the re-transmission service the same logical channel number as was used by the core/primary service; 7d. if the programs in a particular re-transmission service were transmitted by the national broadcaster on a primary national television broadcasting service (the primary service) - assign to the re-transmission service the same logical channel number as was used by the primary service; 7e. if the programs in a particular re-transmission service were transmitted by the commercial television broadcasting licensee on a SDTV multi-channelled commercial television broadcasting service (the SDTV service) - assign to the re-transmission service the same logical channel number as was used by the SDTV service; 7f. if the programs in a particular re-transmission service were transmitted by the national broadcaster on a SDTV multi- channelled national television broadcasting service (the SDTV national service) - assign to the re-transmission service the same logical channel number as was used by the SDTV national service;
